You haven't quoted the message exactly, but this may be a BIOS message and
unrelated to Windows. Access BIOS setup by pressing a special key (such as
DEL or ESC) that is displayed on screen (possibly across the bottom) as the
memory count ticks over when the machine is first switched on. Find the
external cache setting and re-enable it. Save changes and exit. If the BIOS
disables it again at next startup, then there is a fault in the cache memory
or in the motherboard.
