insuffciant memory

i have older packard bell 386 with win95,i start it ,it
gets to 95 with internet explorer, then goes to black
screen and says windows cant determine what
configurations  your computer is in.all three choices lead
tostart up menu.it said windows did not finish
loading,start in safe mode. when i do this ,it goes to a
screen that says insuffciant memory,quit one or more
memory resident programs or remove unnecessary utilities
from your config.sys and autoexec.bat and restart your
computer, i dont know how to fix this,i cant get into
windows.
i tried to use my bootdisk at the c:\> nothing works
i hope someone out there can help me

A format and reinstall might be in order here.

But first, try renaming the autoexec.bat and config.sys files and see if you
get any further.  Perhaps an upgrade was done from a previous version of DOS
or windows that wasn't as clean as we'd like it to be.
