cant start up

i just installed windows 95. i cant get into it though.
everytime i start up i get an error.
"Windows initializing device IOS: Windows protection
error. You need to restart your computer."
on the knowledge base it tells me to edit autoexec.bat
and config.sys but i neither of these files exist so i
cannot edit them. does anyone know what i need to do?
