Lost system control panel

My system control panel vanished?
I cannot get to my device manager?
Any ideas how I can get to device manager

Try rerunning Windows' setup program. It can usually repair system
problems.

My Control Panel dosen't work.
I have reinstalled the operating system. I got a message
stating my control panel settings had been changed, but no
option to do anything about it.
My Control Panel opens, but when I select any of the
applets the window will open for a second and then vanish.
However, I can access 'Internet Options' from within IE,
but not from the Control Panel.
Is there a registry setting or some .ini file where I
could adjust values to get it to work again? (Win95)

Since you say you have tried reinstalling Windows in the current
folder, this situation is quite mysterious. When a Control Panel
component does not work, one possible remedy is to extract a new copy
of the applet from the installation disk. But running Windows Setup
should replace all of the applets, so all sound be intact.

Since NONE of the applets work, I suspect that a malicious program may
be involved. Is your antivirus program up to date? Run Ad-Aware or
Spybot, then go to Trend Micro's site and get a free virus scan.
