W95 with a cable modem

Am having to re-install Windows 95, and need to know what version
supports talking to a cable modem for a hi-speed link to the net. Would
that be a service pack, an IE upgrade, or a Winsock update

That depends on your modem and ISP.

If you install a router between the modem and your computers it doesn't
matter what OS you are using.
