This behavior is probably a sign that a hardware component has
developed a tiny crack in the circuitry. The defective part might be
the motherboard.
I suggest that you just leave the computer turned on 24/7. If the
problem is due to a crack in a circuit, maintaining the computer in a
warm state will eliminate the problem and it may enable the computer
to continue working for a while longer.
Since you are still running Windows 95, I speculate that your computer
might be as much as nine years old, in which case it is probably not
worth repairing. One can buy a new computer for only a few hu7ndred
dollars and a motherboard (installed) could cost you nearly that much.

Win98 is a separate product, not an upgrade. You can search the
Internet for it. The prices I have seen seem to be around $100.

Your machine should be booting from the hard drive, not from the startup
disk. What stops the machine from running if you don't insert the disk? Is
there a message?
