Setting function keys?

How can I set a function key, say,F12, to start a certain
executable program? I would like an email reply, please.
  Secondly, how can you find out what function the other
function keys are supposed to do besides just pressing
them and hoping you can see a reaction, which you often
can't.

It tells you in your help files: Start, Help, search for
"keyboard shortcuts"

Depends on the program, check the help files (usually F1 brings
up topical help).
