reformat and new install of 95

I reformatted my wife computer due to a bug and alot of
missing files.

I'm now trying to install windows 95 b/c I have an
original disc, then I can upgrade to 98 ver 2.  I can't
get it to take.

I put in the 95 start up disc with the cd and do a cold
start.  I get to the green 95 windows set up and it ask
for a set up disc 1 or the windows cd-rom.

When I press enter it give me a repeat of this command.
What should I do?  

Is there a step by step process.  Do the boot floppys
have to all match the same cd?

When ask the windows cd-rom don't you see a box asking for
the location of the setup files?
