How do I unlock password? Win 95

Windows 95 doesn't have a password that needs to be unlocked. You may be
seeing a BIOS password, or you may have some security software installed.
Exactly when does the password prompt appear?

Right after the welcome window comes up a pop up says
personel access & device locked. (padlocked 1.03) a
password required for access.

If you are referring to the Windows welcome, then it seems that you are
using some third-party security software. In that case you need to find
out from the manufacturer the specific procedure for recovering a lost
password. See, for instance:
