Reinstall Win95 after secure format

I performed a secure format on my old PC.  Since then, I
am not able to assign a drive letter for the CD-ROM drive
from the bootable floppy DOS diskette.  I attempted to
create the disks using the Herne utility but I think XP
has a problem running the 16-bit application.  Is there a
quick way to assign a drive letter from the bootable
floppy for the hard drive and CD-ROM drive in order to
install Windows 95 from the CD?

What is a "secure" format?

Have you tried using one of the utilities at www.bootdisk.com to create a
boot floppy?
