If you use a win98 *upgrade* cd it will leave all your win95 settings and
data
intact...

If you have the full version CD ...it can still do an upgrade...
but there will be a few tricks you have to do...

rename  win.com
boot with a cd support boot floppy
and install back in your original windows folder...so watch the dialog
carefully!

A full version retail CD will do an upgrade if it detects that there is an
installed version of Windows on the system.

The OEM CD is designed to do a fresh install only, although it might be
possible to trick it into doing an upgrade with the procedure you describe.
