What is OEM?

I'm trying to update my computer from Windows 95 to
Windows 98 SE. I saw an add on eBay as, "Microsoft
Windows 98 Second Edition Full OEM Version, Sealed". I
don't know what does OEM means. Can I buy these CDs from
eBay to upgrade my computer from w95 to w98se? Thanks.

OEM=Original Equipment Manufacturer
They are for installing clean, not for upgrading.
