For general public - Hugh is right, but if you just go to
http://mvp.support.microsoft.com/ as Alan suggested (don't worry about
logging in), there are several things about the program you can read. In the
upper left (on the grey) is a menu item "MVP Program" which has some
informative submenu items cascade off of it, for example. The front page
also has some bullet points. A simple overview is here:

Yes. Sorry, Hugh, I did understand what you meant and see that I sounded
quite the opposite.
It looks like the theory was that nobody was going to be logged into
Passport prior to approaching the page (a view distant from MS's original
concept of Passport, I think! not following their own best practices), and
that only MVPs would be logging in once there. This is a bad design concept.
I'm glad you reported it.
