I have installed Win 95 on an old system of my dad's.  It
had dos and an older version of windows on it. It had hard
drive (c), 5 1/4" floppy (a), 3 1/2 floppy (b).  We had no
5 1/4 floppys and the system would not let me put in b
drive as the emergency boot drive (these two were in the
same hole of the computer (1 item) even tho they were
labeled a & b in the system setup.  I took them out and
used another 3 1/2 floppy drive and installed windows 95
just fine.  When I got through tho, it will not let me
access that drive.  The light stays on all the time.
Device manager says it working fine.  Do you think maybe
there might have been some jumpers on the old ones that i
need to change here (slave or master?) (not sure what that
is)  Help Please!!

Most likely cause is that the ribbon cable is on backward.  That causes the
light to be on all the time and of course the computer can't communicate
with the drive.

Floppy drives don't have jumpers....the twisted cable does the job instead.

The usual reason for the light being on all the time is that you have the data cable on backwards (the flat, ribbon-type cable).  There is a red stripe on one edge of the cable....that is for the #1 pin on the drive connector, which should be marked on the drive, though it may be hard to see.

Also, connect drive A to one end of the cable if there are three connectors on the cable, rather than the middle connector.....in other words, to the connector after the twist in the cable.

For a better understanding, and also if you have more than three connectors on the cable, see here:
