Window Protection Error

Formatted the C-Drive and loaded a new CD-ROM version of
Windows 95. Upon completion of software load and restart
I got the following:

While Initiating Device IOS: Window Protection Error

Got same message after several restarts.

Anyone got any ideas what this is all about or how to fix
it.
