i was deleting unused programs such as bonzibuddy etc to
help free up space and had deleted a tabs program by
accident not sure what it was exactly ( this is an older
computer where the monitor and"tower" are one unit it was
given to me so im not sure if windows 95 came on the
computer or installed later) but when i deleted the
program windows restarted but now it opens with this
property manager and i no longer have icons or a start
menu on the desktop just this property manager with these
long type tabs labels 95 is still installed how can i fix
this and get my icons and start menu back on desktop. any
help would be greatly apperciated.

I think your best bet would be to reinstall Windows.
