Two problems

This is in reference to the same computer I mentioned in my previous post
"A couple of questions".
I can't boot the computer into Safe Mode. The "Starting Windows 95" line
comes up as just a flicker.  I'm sure I've had F8 held down when it flew
past, but it just goes on into normal Windows. Tried it many many times
with no success. Is there anything I can edit (like MSDOS.SYS in 98) that
will make the startup menu appear on the next boot?
The other problem is that Control-Alt-Delete does *nothing* when I'm in
Windows. Shouldn't this bring up a "Close Program" dialogue that shows
running processes?

You bring up the startup menu either by tapping F8 or holding Ctrl.

If you boot to DOS you can edit MSDOS.SYS by changing or adding the entry
BootMenu=1
to force the menu to appear.

I did that but it still wouldn't come up. I finally changed BootGUI to
zero and then it would come up in DOS.
I finally formatted the drive and reinstalled 95.  It needed cleaning up
anyway. Then I updated IE, did the Service Pack and the Winsock 2.0
upgrade. Everything is working perfect now, including F8.

Jeff's reply covers your first question.

For the second, try this:
Open the system.ini file with Notepad, and look under the [386Enh] section heading.
If it contains the entry "LocalReboot=Off" or "False", change it to "LocalReboot=On" or "True".
If it does not contain the entry, add it.
Click File menu>Save, then Exit Notepad.
Re-boot.

That one worked... thank you very much!  However, as I mentioned in my
reply to Jeff, I finally wound up wiping the drive and reinstalling.
Everything is lovely now.... :-)
