Win95 won't shut down

When trying to shutdown, whether through the START button,
or the Ctrl+Alt+Del Dialogue box, Win95 either hangs up in
the "Windows shutting down" screen, or more commonly just
reboots.

No viruses have been detected.  I have tried cleaning up
the Windows TEMP folder, putting semicolons before each
DEVICE= line in System.ini (where the command referenced  
386), disabled APM in BIOS and Windows, and removed all
the shortcuts from the Startup folder.

Any ideas?
