You are trying to install an OEM copy of 98 which was intended only for
clean installs. Any chance you can take it back and get a retail Upgrade
edition instead? That's really what you want here.

with that cd you should back up files you want to keep...format...boot to
floppy (or CD if you can) and install fresh copy of win98
ps. have a look on the net if you are feeling adventurous there are sites
that can tell you how to install over win95

you can "trick" the installer into doing an upgrade by
renaming win.com (in your windows folder)
then watch carefully during setup...
as you may be asked if you want to install windows in C:\windows.000
at this point opt for "other" folder and install back in your original
windows folder C:\windows (usually)
although this method usually works...be sure to back up all critical data
first...just incase
