Each time I try to access the any of the settings (e.g.,
Sounds, System, Users, etc.,) under Control Panel, I get
an error saying "Access to specified device, path, or file
is denied". When I try to just get the properties screen
on "My Computer" or the Control Panel, I get the same
error message. I haven't found anything on my C drive
that I can't access though.
Obviously I have been locked out somehow, but I don't know
how or how to unlock it. I have two teenagers, which
might explain it, but they both are claiming ignorance.

Try extracting a fresh copy of "RUNDLL32.EXE" from your
Windows 95 CD to the "c:\windows" folder.

but I don't find a "rundll32.exe" file.

If it is the computer you are using now, insert your Windows 95
CD, then open a DOS box and type the following three lines. If
you know the drive letter assigned to your CD drive, just use the
correct line.
extract /a /y /L c:\windows d:\win95\win95_02.cab RUNDLL32.EXE
extract /a /y /L c:\windows e:\win95\win95_02.cab RUNDLL32.EXE
extract /a /y /L c:\windows f:\win95\win95_02.cab RUNDLL32.EXE

oops . . . it worked for a little bit, but as soon as I
rebooted, then the new rundll32.exe that I extracted got
overwritten with a different rundll32.exe that did not
work?? The rundll32 that was there after the reboot had a
0kb size.

You've got a virus or aml-ware that is overwriting this important file. Run
http://housecall.antivirus.com, and download yourself a copy of ad-aware.
