win95 shutdown message

I try to start the computer, it goes to where it says
starting windows and the then goes to a picture of the  
windows 95, and then the screen goes blank and then the
message, IT'S NOW SAFE TO TURN YOUR COMPUTER. And every
time I try to restart it, it does the same thing.
Can anyone tell me what to do.

Microsoft Knowledge Base Article - 141898
Windows 95/98 Boots Directly to "Shut Down" Screen

If you are lucky, you just need to obtain a new copy of Wininit.exe

If not, you need to re-create the Vmm32.vxd File
which means re-installing the OS.

Once you get this resolved, I strongly suggest that
you create a VMM32 folder and copy VMM32.VXD into it.
