Ther is in win 95 a management instrument to modify the
startup options as the msconfig in win 98?

No. It *is* possible to copy MSCONFIG.EXE to a Windows 95 system, though
this may violate your licensing agreement. There are also third-party
utilities for this purpose, of which the following have been recommended by
visitors to my Web site:
