RUNDLL error messages during start up

I have been receiving the following (2) Error Loading
messages during System start up:
1.) Error Loading MSCONFD- System cannot find file specified
2.) Error Loading C:\Windows\system\ctrlpan.dll
Initialization failed.

If I aknowledge these errors and continue, I will get
eventually get 'Illegal Operation' error messages from what
ever software I am running resulting in program shutdowns.

Question 1: How can I fix the Rundll errors
Question 2: Are the Rundll problems causing 'Illegal Op'
and program shutdowns?
