Not likely, as they are using IE 5.5
From the page you linked: "Internet Explorer 5.5 includes 128-bit
encryption. If you already have Internet Explorer 5.5 installed, you do not
need to upgrade your browser with the Internet Explorer High Encryption
Pack."

the only other thing i can think of is the security level may be set too
high
or that site isn't on the "allowed" list

Thanks for the help.
IE is now able to connect with the secure site. The
solution was to reset everything to the default value. It
even connects after I select all the non default values that
I wanted.
The Netscape browser still does not connect with the secure
site but will connect with other secure sites. I checked
all the Preferences, nothing seemed wrong so I left the
settings unchanged. Maybe the site doesn't work with non
microsoft browsers.
