My computer hangs with a black screen and a green stripe
across the top.

It's Windows 98 SE, 192 MB RAM, NVIDIA Vanta/Vanta LT
Display adapter (9/14/2001).

General - Hardware version 021
Driver - File version 4.13.01.2183
Resources - using automatic settings

Sounds like a video driver problem. The version of NVIDIA driver you have is
pretty old. I would go to the NVIDIA website and get some updated drivers
for
your video card. Try the 30.82 drivers in the FTP site. You also need to get
DirectX 8.0a or higher if you have not done so.

Try this -
Look for any and all of the following files in these locations:

[C:\windows\inf ]
pnpwfdc.inf
pnpwide.inf
pnpwtape.inf
pnpwppt.inf

[C:\windows\system\iosubsys ]
drvwq117.vxd
drvwppqt.vxd
drvwcdb.vxd

Rename all that you find....you can rename them by simply changing the file extension:  change the inf to in_, and the vxd to vx_
You must set Folder Options>View to 'Show all file types' to find them, as they are 'hidden' files.

BTW, this is a Win95 group and you are asking a Win98 question.
