Defragmenting

I get the following message when I try to run "Scan Disk"
or defragment my hard drive. "Dcan Disk restarted 10 times
because Windows or another program has been writing to
this drive......"  What must I do in order to correct this
ongoing problem?

Find out what else is running and shut it down while you're
defragging. Check the system tray, shut down as many of those things
as you can. Press Ctrl-Alt-Del to bring up the task manager, and see
whether there's anything there that you can do without while the
defrag is running.

Boot up in SAfe mode (hit F8 while booting up) and run scan disk from there
