Unable to get to windows 96 website

This is the site that I wanted to get to. When you click
on it nothing happens but the hour glass.  When it does
stop it comes up with an error that says the site is
unavailable.  What's the deal?

There is no Windows 96. (OSR 2 is sometimes wrongly called this, but was
really Win95 B.)

What URL are you trying to reach?

Billy, could you please type the actual URL. I don't know what you mean by
"the Windows 95 URL." What are you typing in the Address bar?

But, never mind, I opened it on my computer at work.  I
have decided to go to Windows 98 SE.  With my computer
this is the last operating system that will work on it.  
Should 95 be completely removed or can 98 be installed on
top of it?

That page is currently operational. If you wanted to pursue further, I'd
examine security settings in your browser, clogged temporary file caches,
and the possibility of parasites on your computer. It seems, though, that
you have gotten what you need from it.

A retail copy of Win98 - either a Full or Update edition - can be installed
atop Win95 as an upgrade. Often a clean upgrade is better, but I'm a big
supporter of trying the upgrade first to see if it satisfies you. You can
always format and install clean later if you want.
