Win 95 error on start up.

My computer freezes on start up and gives the following
error message, "While Initializing Device Configmg:
Windows Protection Error. You Need To Restart Your
Computer."

I can start the computer in Safe Mode but when I reboot I
get the same error msg. I even tried to upgrade from 95
to 98 but when the computer reboots, same error.

Any help?
