I would suspect audio or video problems. Unfortunately, Win95 offers
you little help is finding and correcting these. If you installed
something just before the trouble began, uninstall it (using Control
Panel) and then restart Windows.
You can also try uninstalling your audio and video software. For
video, right-click on the desktop; choose "Properties" from the
drop-down menu; select "Settings;" click on the "Advanced" button; and
click on "Adapter". An adapter is a program that tells Windows how to
deal with a specific video card. Make note of the adapter that is
currently installed. Then, change the adapter to "Standard Display
Adapter (VGA)" and restart the system. This will remove the current
adapter and replace it with a generic VGA adapter that works with all
video cards. Next, return to the adapter screen and install an adapter
that matches your video card. This may or may not be the adapter that
you are using now. Examine the materials you received with your
computer to see if they include a CD-ROM or floppy disk that contains
the correct video adapter. Or download an adapter from the web site of
the company that made your video card.
For audio, go to Device Manager, highlight the audio devices and click
on "Remove". Then restart Windows. Windows should spot the audio
hardware and install software for it (or give you the opportunity to
install software manually). Again, examine the materials you received
with your computer to see if they include a CD-ROM or floppy disk that
contains the correct audio software. Or download software from the web
site of the company that made your audio card.
You can also rerun Windows' Setup program, which can sometimes correct
problems. But I would try the above first.

if you have not done so ...go to
control panel > add/remove items> select internet explorer and it should
give an option to repair or remove...choose repair , reboot and see if it
helps...
