Disk I/O Error

On a seperate computer then this one, when it is started
it comes up before windows even appears and at the bottom
says

"Disk I/O Error
Replace the Disk, and then press any key"

Currently the CD rom drive does not work, so at this
point i am going to get a new CD rom drive for it and put
in m windows 98 cd hoping i will be able to install it.  
How can i get round this message or fix it?

Go into the BIOS setup and make sure the hard drive is
properly configured.  Also, see if the boot sequence is set
to "A:,C:".  Be sure to save any changes when exiting.
