BACKWEB-7288971.exe is a backweb app used by some software and also by some computer manufacturers, to update from the web, while running in the background.  Backweb apps can interfere with your web browsing, and you can uninstall them, or disable them through the program's options, if available.

Also, have a look here for more info on Backweb:
http://www.cexx.org/dlgli.htm

Please supply the exact path to the backweb-7288971.exe  file (probably somewhere in the Program Files tree, in Windows Explorer).

What brand computer do you have?  Compaq and Hewlett Packard are two companies that use a backweb app for background updates.  One software that uses it is Kodak (Kodak Software Updater):
C:\Program Files\KODAK\KODAK Software Updater\7288971\Program\backWeb-7288971.exe
IIRC, Kodak give instructions for removing it, in the 'read me' files for the app, located in that folder tree.

If you are using a brand of computer that has a backweb updater factory-installed, first press Ctrl+Alt+delete, and end Task on the backweb app, then go to Control Panel> Add\Remove Programs and uninstall it.  It may not be listed as "BackWeb"....instead the entry may be something like HP Software Updates, or Web Updates, or similar.  Post back with what you find in Add\Remove Programs, and we may spot it for you.
