Windows Protection Error

Hello
I'm installing Windows95. After all of the system files are copied, system restarts. Just after the message "you are about to run the Windows for the first tieme", at the top of the next screen, I'm getting a message

"While Initializing device IOS
Windows protection error. You need to restart your computer.

When I do, same thing.
When I try to boot in a "safe mode", I'm getting the same message as well

I would appreciate any input, any suggestion...I'm desperate!

Are you "fresh" installing or "re"-installing Windows?

This is a fresh install, new hard drive, freshly partitioned, and formated. My Windows98 is OEM upgrage. That's why I need to install 95, and then 98.
