I have a Windows95 machine that gives me an error message that there is an
error in the system registry. Knowledge base article 131431 addresses this,
but I have the problem addressed in article 132064 "Unable to open registry
(14) - System.dat". This article doesn't really give me a resolution. Can
anyone help with this problem. Windows will not start at all. I can only get
to a command prompt.

well you can go back to the backup reg. from the prompt
stored as hidden system files system.da0 and user.da0
in dos mode you will have to use attrib -s-r-h system.da0 to unhide them
rename your current system.dat to system.old or something
then rename system.da0 to system.dat (same with user.dat)
this will bring it back to original install shape ..so you will have to
reinstall some apps

Do you have access to a Windows 98 machine?
If so, locate the file scanreg.exe on this machine and copy it to a
diskette.
Boot the Windows 95 machine to a command prompt and do the following:
1. Copy the scanreg.exe file from the diskette to the
c:\windows\command folder
2. Create a new folder named c:\windows\sysbckup
3. At the command prompt enter the following command:
SCANREG /FIX
Scanreg was not provided with Windows 95 but the version that comes
with Windows 98 will repair a damaged Windows 95 registry.
