Security settings casuing Control panel apps to be unavailable...

I recently received a laptop from a friend that was loaded with Win95. It
had been used to connect to a domain so I wanted to modify the netowrk
settings to eliminate this. I went into control panel to the Network
settings. However, when I clicked the Network icon, I received an error
message stating "Your administrator has blocked you from being able to
access this program" or something similiar to that. In fact, there were many
control panel items that I was unable to access - that all gave me the same
error message. This machien had been "locked down" pretty well!

How on earth was this accomplished in the first place and how would one go
about removing these restrictions?

We have a number of Win98 machines at work and I would love to be able to
block users out of some of the control panel options like networking so they
can't change and screw up settings!!!

Look up "poledit".
