"I try to install windows 98 and the system is not responding."

Do you mean that you receive an error message? If so what does this
message say? If no error message, what happens when you try to run the
Setup program?

You don't have to format your drive. A full retail Win98 CD or an
upgrade CD should upgrade your existing system to Win98.

An OEM CD will not want to upgrade an existing system, it will want to
be installed on a clean disk. You may be able to get around this, look
here: http://home.satx.rr.com/badour/html/upgrade.html
