Help!
I need to know how to get into SAFE MODE and UNINSTALL a
program that was not meant to go on  a Windows 95 system.
Can anyone tell me how to do this and how to get out of
SAFE MODE, back to normal mode?
Thanks!

hold down F8 at boot time , when rebooted it "should" boot back in "normal"
mode.

you can't just go control panel>add/remove programs?

No.  The screen has horizontal lines running accross it.
I can't access my desktop.  It was suggested to me that I
access SAFE MODE and from there I should be able to
UNINSTALL that program that's causing the problem.  Am I
on the right track?

Yes, if in fact it is that program causing the problem.  I have done exactly that a few times.
During boot, when it says on-screen "Starting Windows 95..." (just before the Windows logo screen), tap the F8 key a couple of times and you should get the boot menu.
Use the arrow keys to select Safe Mode, and press Enter.

before you start uninstalling things , try and set your display resolution
to minimum and bott normally...

when some programs install they set your screen resolution to high for your
video card/monitor to handle

When command prompt says Starting Windows 95, you start
pushing the F8 button, that takes you to a screen where
you can choose different ways you want to boot up, Safe
Mode on my friend's is #3. Then you let it finishing
loading windows, you can tell you're in because it says
Safe Mode in each corner of the desk top. Then you just go
to control panel, add remove programs and select the
program you want removed, click on remove, it asks you if
you're sure, ckick okay, then it gets rid of the program.
Go back out to the desktop, and close like normal, start,
shut down, restart your computer. The computer shuts down
properly, and reboots into regular windows mode. That
should remove in safe mode, and return you to regular
mode. It's interesting that you can go in safe mode and
look in device manager and see all the drivers and remove
them all, but you can't see them in device manager in
regular windows.
