LLformat then Fdisk etc. still yields W98 install crash on nth attempt

Running out of ideas here...please advise.

K7SEM motherboard, Bios 1.1b, have used Maxtor Powermax
to Low-level format the HD this time because I thought
the combination of an old PartitionMagic MBR and Fdisk
fussing had messed it.  Zeroed out first 300/last 100MB
on disk.

W98 still crashes install during or after PnP and other
device searching, with "msgsrv32 caused a segment not
present fault in module lzexpand.dll".  Have used
different W98 media in case of defects, and tried another
Hdisk too, with same result.

ANY ideas at this point from those w/ more experience w/
this will be VERY much appreciated.  Usually don't get
stumped w/ this but am running out of ideas.  Will rip
out the only card (modem) on the MOBO and try again.  
Doubt BIOS upgrade helpful, but can't think of many more
options.

Try doing a memory test.
Also try your installation with a minimal hardware configuration

RE: recommendation to do a memory test:

Do you advise particular utilities, freely available, for
doing this?  I don't have memory testing software in my
bag of tricks, other that letting a board's BIOS do a
full routine on the memory.

I had 'halt on all errors' and hadn't seen any.

I must say that I did a full zeroing of the disk again,
CHANGED BIOS time to year 2000, and the W98 install
worked...which, while inconclusive, implies bad things
about self-destructing software.
