When I try to save to my CD (D drive) I get the following
message:

"You do not have permission to open this file
See the owner of this file or an administrator
           to open this file"

As a result, I am unable to download anything to the CD.
I do not have any passwords on the computer, nor is it
networked.  I have no idea what I may have done to cause
this to happen.

I would appreciate any help I might receive.

CDs are read-only.  You cannot save files to a CD. The message you get is
the standard Windows message when you attempt to write to read-only media.

I have a CD-RW drive with a CD-RW disk in the drive.  I
have always been able to save to the CD, however, somehow,
I must have done something to antagonize it and I keep
getting the "Need permission" message.

CD/RW is different - you should be able to write to a CD/RW drive as if it
were a hard disk drive.

Have you confirmed that your CD/RW software (eg, Direct CD) is loading and
running correctly?  For instance, if you look at drive properties can you
confirm that a CD/RW disk is inserted, there is free space, it is using the
correct file system, and you have the usual options to format, erase etc?

Are you sure that the CD/RW has been created in rewriteable mode?  A CD/RW
created as standard ISO, for instance, is not writeable, even though the
media and the drive are both RW.

Are you sure that you are not trying to overwrite a file or folder on the
disk that is marked as read-only?  If so, you need to remove the read-only
setting before overwriting them
