Run Scandisk and Disk Defragmenter in Safe Mode.
To start Windows in safe mode Click Start, and then click Shut down. Click Restart, click OK, and then press and hold the CTRL key until the Microsoft Windows 98 Start-up Menu appears. For some machines, you can use F8 instead of CTRL to bring up the Microsoft Windows 98 Start-up Menu. Enter the number for Safe mode, and then press ENTER.
Notes In safe mode, Windows uses default settings (VGA monitor, no network, Microsoft mouse driver, and the minimum device drivers required to start Windows). You will not have access to CD-ROM drives, printers, or other devices.

Hi,
Disk Defragmenter or Scandisk may run in loops (up to 10 times), stop
responding, or fail to run beyond a certain percentage due to any of
the following reasons:
* An application or utility running in the background is accessing
the hard drive while running Scandisk or Disk Defragmenter.
* A virus shield prevents the utilities from functioning properly.
* There are corrupt files, folders, or bad sectors on the hard disk.
* The auto-insert notification on the CD-ROM drive interferes with
the Scandisk or Disk Defragmenter.
To resolve the problem, please perform the following instructions:
=== Disable Screen Saver ===
To disable the screen saver, follow these steps:
1. Right-click the desktop and then select Properties.
2. Click the Screen Saver tab.
3. From the Screen Saver drop-down menu, choose None.
4. Click Apply and Click OK.
=== Close Programs Running in the Background ===
To close programs running in the background, follow these steps:
1. Press the Ctrl, Alt, and Delete keys at the same time. The Close
Program Window will appear.
2. Click any program to select it.
NOTE: Please do not select the following items:
Explorer
Systray
Watchdog (if loaded)
3. Click the End Task button.
4. Repeat steps 2 and 3 until all programs except Explorer, Systray,
and Watchdog (if loaded) are closed.
5. Click Cancel to close the Close Program window.
6. Right-click the virus shield icon in the system tray and select
Exit.
7. Repeat step 6 for other icons in the system tray.
=== Delete the AppLog Folder ===
To delete the AppLog folder, follow these steps:
1. Right-click the Start button and then select Explore.
2. From the Tools menu, click Folder Options.
3. Click the View tab.
4. Select the "Show all files" or "Show hidden files and folders"
option.
5. Click Apply and then OK.
6. Locate and select the AppLog folder under C:\Windows.
7. Delete the AppLog folder.
8. Close the Windows Explorer window.
=== Perform a Disk Cleanup ===
The Disk Cleanup tool provides an easy interface to remove temporary
Internet files, .TMP files, and other optional components. Follow
these steps to run the Disk Cleanup Tool:
1. Click Start, Programs, and Accessories.
2. Select System Tools and then Disk Cleanup.
3. Select the drive you wish to clean up and click OK.
NOTE: Usually, the Disk Cleanup menu automatically displays the
list of files that can be deleted. If you wish to remove
other items that are not automatically selected you can
do so.
=== Disable Auto-Insert Notification Feature ===
To disable the auto-insert notification feature of the CD-ROM drive,
follow these steps:
1. Right-click the My Computer icon and select Properties.
2. Select the Device Manager tab and click the plus (+) sign next
to CD-ROM.
3. Select the CD-ROM drive that is installed and click the Properties
button.
4. Select the Settings tab and deselect the Auto-insert notification
option.
5. Repeat steps 3 and 4 for all CD-ROM drives installed in the
system.
6. Close the Properties window and exit Device Manager.
7. Restart the computer.
After performing the steps given above, run Scandisk or Disk
Defragmenter in Safe mode by following these steps:
1. Restart the computer.
2. Press the F8 key repeatedly when the red Compaq logo appears. The
Windows Advanced Options menu is displayed.
NOTE: If you begin tapping the F8 key too soon, some computers
may generate a "keyboard error" message. Please restart
the computer and try again.
3. Use the arrow keys to select Safe mode form the list and then press
Enter.
4. After Windows loads, click Start and then click Programs.
5. Click Accessories and then click System Tools.
6. Choose either ScanDisk or Disk Defragmenter to run the utility.
When the utility has run completely, you can re-enable the screen saver
and the auto-insert notification feature.
