Problem: added a second 3.5" drive. Looks good in BIOS.
On boot-up floppy seek lights up each briefly as
expected. Stopping in DOS, both can be read - one A
drive, other B drive. Going into Windows 98 SE, only one
appears in System Properties, only one in File Manager.
Only one, the A drive is availabe and working. I go back
to BIOS and swap floppy disks, A with B. Again in DOS
both read a disk fine. Again in Windows only one
appears, this time the other floppy. Conclusion: cabling
good, fl. drives both good. Floppy disk good. Why will
Windows recognize only one? How can I get it to recognize
the second one? Help! Thanks.

Did you try running the Add New Hardware Wizard to see if it picks up the
new floppy drive?
