defragmenting c:

Runing win 98 se on dell PIII 40 gb h/d. had to
run "fdisk" to get win98 to recognize more than 2gb
on c:. I partitioned c:= c:,d:, &e: logical drives but
still only got about 13 gb. Anyway, now I can't run defrag
or scandisk. I get an error indicating another program is
writting to c:. I even tried shutting the system down &
powering back up, click on run, then enter
c:\windows\defrag.exe <enter> but I still get the same
results. How can I tell & shut down whatever program may
be running. Also installed aol 9.0 and it acts strange,
seems to miss closing down a web page, anyone seen a
simular problem ? d: has little use but defrag & scandisk
run okay on it, Timing problem???

Hi,

Here are a few tips to consider when running Scandisk and Defrag.
1. Restart to the Command Prompt and do a thorough Scandisk on the
  drive first and repair any errors.
  Restart the computer. Hold down the CTRL key while the system is
  booting. This will take you to the Boot Menu then select Command
  Prompt Only. Run Scandisk on the drive from there by typing SCANDISK
  then press enter and let it perform a surface scan.
2. Close all running programs using Close Programs (Ctrl + Alt + Del)
  except Explorer.
3. Turn off screen savers and any power management
4. Delete Temp files and Temporary Internet Files
5. Empty the Recycle Bin
6. Do a virus scan with up to date virus software

7. Disable PC-Cillin if installed
8. Turn off and disconnect DSL/Cable Modem
9. Run Ad-aware to remove any possible spyware

Note: Defragging in Safe Mode is another option.

if you used fdisk properly and only see 13 gigs...
the machine may need a bios upgrade (if available)

otherwise all you need to do is use drive overlay software
(which probably came with the drive)
