2nd CDROM lost drive assignment

Installed a new Hard drive w/ATA controller. After
install, the new drive assumed the D: assignment (there is
also a primary boot disk C:) my CDROM was assigned E: and
the CD/RW (which was E:) now has no drive assignment. If I
go into device manager, it recognizes the drive and the
driver is loaded, but it will not allow me to assign
anything (in the drop-down) else other than E: which is
already assigned. I've tried all jumper settings and even
migrated all devices to the ATA IDE, but each time the
CD/RW never gets a drive assignment! Any help would be
greatly appreciated.

1.  Do you have Tweak UI installed?  If so, go to My Computer tab and
put marks in all drives.

2.  Check for a lastdrive statement in the config.sys file and if it
exists, make sure it reads:  lastdrive=z

3.  Run regedit.exe and open it to this key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Setup

In the right pane, look for a last drive statement and make sure it
reads "Z"

4.  Control panel, system, performance tab:  is there any comment about
MSDos compatibility mode?
