Windows 98Troubleshooter Malfunction

I seem to be missing a part  of the 98 troubleshooter.  
After the first screen I get nothing but blank screens.

Hi,

You can resolve the problem by performing system restore.

1. Click on Start.
2. Click on Shutdown.
3. Select Restart in MS-DOS mode.
4. Click OK.
5. The system will restart to a DOS prompt that reads C:\>WINDOWS with a
flashing cursor.
6. Type SCANREG /RESTORE and press Enter.
7. This will start the "Microsoft Registry Checker". Five dates will be
listed. Using the arrow keys on the keyboard select a date previous to the
problem then press Enter.
8. You will be prompted to restart the computer, press Enter.
9. The computer will then restart using the previous good copy of the
registry and system files.

Additionally, update the video driver.
