I had to re-format my girlfriends hard drive, and
afterwards, I realized that she didnt have the windows cd,
so we cant load windows back on her computer. We have a
windows XP Home UPGRADE, and a Windows 98 Second Edition
upgrade CD, but no OEM or FULL Version CD's.  Is there any
way we can get ahold of any win98 cds.  No one sales them
anymore...

If I understand you right there is no problem at all.
Boot from the Windows XP Home upgrade CD and start to install Windows XP
Home, insert the Windows 98SE upgrade CD when the Windows XP Home
installation request for you to prove you had an earlier version of Windows.
I did the installation of Windows XP Home that way!
