How many disks come with Windows 98

I purchased Windows98 Upgrade some time ago.  I am
reinstalling it after I reformatted the hard drive and
don't remember how many disks came with Windows98.  I
only have one disk (Windows98 Upgrade); and during the
install, I was prompted to insert the Win98 CD-ROM.  Am I
missing a disk?

Hi TC,

The Win98 First Edition Upgrade CD requires disks from a
prior version of Windows, such as Win95 or Win3.1x. to satisfy
the compliance check. Without these disks you will need to
purchase the full version.
