win98 hangs ( regularly - not hardware nor software problem )

I've got this problem: Windows 98SE hangs and goes slow
after I delete large numbers of files.

Symptom:
60-second delay or more before you can use Windows
Explorer after moving or deleting large numbers of files
within Windows Explorer.

Regularity:
Every time!

Any solution?

run msconfig click on the startup tab disble all item by
clearing the check box. restart the windows. If the
problem solved enable the item one by one (do not enable
unwanted programes on the startup) the point where the
problem appear again disable those item permanantly.
