Floppy and Rom out

Im using a HP pavilion 8240 10 year-old POS, to say the
least. All connections are in place, power is on and
connections are where theyre supposed to be. Heres the
problem:

CDROM does not register in Windows 98 under My Computer,
however, if i have the win98 cd in the drive during
startup, it asks if I would like to use WIN98 setup,
meaning Dos reads it but win doesnt.

Another is the floppy: opposite problems. It appears in
My computer but when disk is in drive, it says the drive
is empty. It does not show up in startup DOS when a
floppy is in the drive.

Driver problem? How do i get around it. I have no
internet access on the HP (im using a Gateway to get
online).

**UPDATE**

A:/ and D:/ work in dos on prestart.....still not read in
Windows 98 though.
