USB Keys in Win98SE

I am interested to know how to enable the use of USB Flash
drives in Win98SE? Are there generic drivers for this, as
I know some manufacturers provide CDs with their keys. Is
it really just vendor specific or is there a set of
generic drivers?

Yes, it's vendor-specific.  Windows Me, 2000, XP, etc. have support for
these devices but Windows 98 does not so the manufacturer must supply it.
