I  just got some family photos in an email and mom is really! needing
to see them.  But, her equipment won't handle these 450KB photos.  
without blowing her software, etc.  Is it possible to resize a picture
without sophisticated software?  My equipment's not top rank either.
I don't have a scanner or  digital camera.

You need a comprehensive graphics application with features that will allow
you to re-save an image in the format and at the size and compression you
want.
