Cannot see windows 98 second edition on monitor

I recently purchased a new computer.  When I reconnected my old computer to
my monitor to transfer files I got the following error message "If you can
read this message Windows has successfully initialized this adapter.  I
researched the problem in the help section and it defined the problem as a
video adapter install by ATI All in One Wonder that does not allow my monitor
to be viewed properly.  The instructions for fixing the problem tell me to go
to start etc, however I cannot see anything other than the error message so
cannot get see the screen to fix it.  How can I view the screen to get rid of
this problem?

 Boot to Safe Mode by pressing/holding down the ctrl key or continually
tapping F8 immediately after booting when the POST screen appears.  This
will get you to the Startup Menu where you select Safe Mode.

 Once in safe Mode:
Right click on MyComputer.
Click Properties > Device Manager tab.
Expand Display Adapters and delete any/all devices listed.
Close out and reboot.
Windows will redetect/reinstall the video display drivers.

 If the wrong drivers are installed and the issue reappears, make sure you
have the proper drivers for the video adapter installed.
Go back to Safe Mode and remove the Display devices again and reboot.
If given the choice do not let Windows install the drivers, instead choose
to install from a location.
In the window for "Where to search/get the drivers from" use the Browse
button to get to the path where you have the folder with the drivers
located and select it.
Continue with the install following the instructions on the screen.

that message appears every boot on the secondary monitor of a pc with 2
video adaptors or a dual head adaptor, check if there is another video port
on the rear of the pc and move the cable if there is

You have connected the monitor to the wrong video port.  Look for a second
identical video connector and change the monitor cable over.
